Jessica Robertson is Director of Policy and Business Development for New England at New Leaf Energy. New Leaf is a developer of community- and utility-scale solar and energy storage based in Lowell, MA and active across the United States. As Director of Policy and Business Development, Jessica leads New Leaf’s state-level legislative and regulatory strategy in support of its current pipeline of 500 MW of solar and 1500 MW of energy storage across ten active verticals as well as long-term market development in service of New England states’ decarbonization goals. Jessica is honored to serve as a member of the Massachusetts Commission on Energy Infrastructure Siting and Permitting, established by executive order by Governor Healey, and was also a member of the Technical Advisory Committee for the Technical Potential of Solar study released by the Massachusetts Department of Energy Resources in July 2023.
Prior to joining New Leaf, Jessica was an Associate Principal at Utile, leading urban planning projects including the Boston and Cambridge citywide plans, and a range of initiatives at the intersection of land use, housing, transportation, and economic development for cities including Providence, RI, Pittsburgh, PA, and throughout Massachusetts. Prior to that Jessica worked in transportation policy at the Metropolitan Area Planning Council and for the City of Boston Bicycle Program, where she helped bring the Blue Bikes bike share system to the Boston region.
